This informal Quad—bringing together Pakistan, Egypt, Turkey, and Saudi Arabia (PETSA)—has evolved from a collection of shared interests into a more coordinated alignment, sometimes described as a “West Asian Quad,” or “Islamic NATO.” Unlike the formal Quad, which has often moved cautiously, PETSA seems to be moving faster on key security and strategic issues. अब इसके मामले दुनिया के लगभग हर महाद्वीप में दर्ज किए जा रहे हैं. हालात ऐसे हैं कि इस वक्त केवल ऑस्ट्रेलिया ही इस संक्रमण से बचा हुआ है. अमेरिका इस वक्त बर्ड फ्लू से सबसे अधिक प्रभावित देशों में से एक है. उधर ब्रिटेन, नीदरलैंड और पोलैंड जैसे यूरोपीय देशों को भी इसकी रोकथाम के लिए हरसंभव प्रयास करने पड़ रहे हैं.

भारत में कोरोना वायरस का पहला मामला 29 जनवरी को दर्ज किया गया था. मरीज केरल के त्रिचूर की रहने वाली एक छात्रा थी जो चीन के वुहान विश्वविद्यालय में पढ़ती थी. वह थोड़े दिन पहले ही चीन से लौटी थी. इसके तुरंत बाद ही राज्य में दो और मामले दर्ज किए गए. ये दोनों भी वुहान विश्वविद्यालय के ही छात्र थे. इन तीनों का केरल में ही इलाज हुआ और ये सभी ठीक हो गए.

इसी दौरान 30 जनवरी को विश्व स्वास्थ्य संगठन ने कोरोना वायरस के संक्रमण को अंतरराष्ट्रीय आपात स्थिति घोषित किया था. इससे पहले सिर्फ पांच बार ही ऐसा किया गया था. अगले दिन यानी 31 जनवरी को इटली ने भी कोरोना वायरस के चलते अपने यहां आपातकाल की घोषणा कर दी. अब तक हमारे पड़ोसी देश चीन में कोरोना वायरस से मरने वालों का आंकड़ा 250 के पार जा चुका था. उसके 10 दिन में 1000 बेड वाला अस्पताल तैयार करने की खबर भी दुनिया भर में सुर्खी बन रही थी. इसके बाद चार फरवरी को भारत ने इस मामले में अपना पहला छोटा सा कदम उठाया: उसने चीनी नागरिकों और बीते दो हफ्तों में चीन गए विदेशी नागरिकों के मौजूदा वीजा रद्द कर दिए.

फरवरी के पहले हफ्ते तक भारत में कोरोना वायरस खबरों और प्राथमिकताओं की लिस्ट में बहुत पीछे था. उस समय दिल्ली में विधानसभा चुनाव थे. मुकाबला केंद्र में सत्ताधारी भाजपा और दिल्ली में सत्तासीन आम आदमी पार्टी के बीच था. ये वही दिन भी थे जब एनआरसी और सीएए का हल्ला अपने चरम पर था. इस दौरान शाहीन बाग सहित कई जगहों पर इनके खिलाफ विरोध प्रदर्शन हो रहे थे, प्रधानमंत्री नरेंद्र मोदी इन प्रदर्शनों को संयोग नहीं प्रयोग बता रहे थे, भाजपा नेता अनुराग ठाकुर देश के गद्दारों को गोली मारने के नारे लगवा रहे थे, और दिल्ली के मुख्यमंत्री अरविंद केजरीवाल हनुमान चालीसा पढ़ रहे थे. चारों तरफ इन्हीं खबरों की चर्चा थी. इनमें कोरोना वायरस कहीं नहीं था, और था तो इतना और ऐसे दबा था कि दिख नहीं रहा था.

क्या अक्सर ऐसा नहीं होता कि चर्चा भगत सिंह की छिड़ती है और थोड़ी आगे बढ़कर गांधी तक जा पहुंचती है? ऐसी कितनी ही चर्चाएं एक ऐसे मोड़ पर खत्म होती हैं, जहां महज 23 साल के भगत सिंह की अद्भुत शहादत का गुमान और एक बूढ़े गांधी द्वारा उसे बचाए न जा सकने की शिकायत एक साथ मौजूद होते हैं.

भगत सिंह पर बनी बंबइया फिल्में हों या सोशल मीडिया पर युवाओं की जोशीली अभिव्यक्तियां, कई बार गांधी इनमें एक नकारात्मक भूमिका में ही देखे-दिखाए जाते हैं. इतने मानो भगत सिंह के नायकत्व के सामने असली खलनायक गांधी ही हों, ब्रिटिश हुकूमत नहीं. इस वजह से भी ऐतिहासिक तथ्यों के साथ भारी छेड़छाड़ के इस विचित्र दौर में ‘भगत सिंह बनाम गांधी’ के इस प्रचलित नैरेटिव का एक तटस्थ मूल्यांकन किया जाना जरूरी है.

भगत सिंह को फांसी दिए जाने के बाद महात्मा गांधी

24 मार्च, 1931 को, भगत सिंह को फांसी दिए जाने की अगली सुबह गांधी जैसे ही कराची के पास मालीर स्टेशन पर पहुंचे, तो लाल कुर्तीधारी नौजवान भारत सभा के युवकों ने काले कपड़े से बने फूलों की माला उन्हें भेंट की. स्वयं गांधीजी के शब्दों में — ‘काले कपड़े के वे फूल तीनों देशभक्तों (भगत सिंह, शिवराम राजगुरू और सुखदेव थापर) की चिता की राख के प्रतीक थे.’

26 मार्च को कराची में प्रेस के प्रतिनिधियों को संबोधित करते हुए उन्होंने कहा — ‘मैं भगत सिंह और उनके साथियों की मौत की सजा में बदलाव नहीं करा सका और इसी कारण नौजवानों ने मेरे प्रति अपने क्रोध का प्रदर्शन किया है. ...ये युवक चाहते तो इन फूलों को मेरे ऊपर बरसा भी सकते थे या मुझ पर फेंक भी सकते थे, पर उन्होंने यह सब न करके मुझे अपने हाथों से फूल लेने की छूट दी और मैंने कृतज्ञतापूर्वक इन फूलों को लिया. बेशक, उन्होंने ‘गांधीवाद का नाश हो’ और ‘गांधी वापस जाओ’ के नारे लगाए और इसे मैं उनके क्रोध का सही प्रदर्शन मानता हूं.’

बाद में दुनिया भर में घट रही तरह-तरह की हिंसक त्रासदियों को देखने के बाद आइंस्टीन ने इन दोनों चित्रों को हटाकर दो नई तस्वीरें लगा दीं. इनमें से एक तस्वीर थी महान मानवतावादी अल्बर्ट श्वाइट्ज़र की और दूसरी महात्मा गांधी की. इसे स्पष्ट करते हुए आइंस्टीन ने उस समय कहा था — ‘समय आ गया है कि हम सफलता की तस्वीर की जगह सेवा की तस्वीर लगा दें.’

नारीवाद की जोरदार आवाज बनने वाली इस फिल्म के अजीब से नाम पर गौर करें तो पूछ सकते हैं कि आखिर बुर्के के अंदर लिपस्टिक लगाने का क्या मतलब है? बुर्का पहनने के बाद तो वह वैसे भी नहीं दिखेगी. इस पर ‘लिपस्टिक अंडर माय बुर्का’ की निर्देशक अलंकृता श्रीवास्तव का कहना था कि ‘यह फिल्म महिलाओं की दबी-छुपी इच्छाओं, कल्पनाओं और सपनों की बात करती है, इसलिए इसे यह शीर्षक दिया गया है. बुर्के के पीछे छिपी लिपस्टिक की तरह ही महिलाओं की हसरतों का पता किसी को नहीं चल पाता है लेकिन इसका ये मतलब नहीं कि वे उन्हें पूरा करने की कोशिश नहीं करती हैं. यानी, यह लिपस्टिक प्रतीकात्मक है.’

बात है साल 1932 की. भारतीय क्रिकेट टीम इंग्लैंड के दौरे पर गई थी. पोरबंदर के महाराजा नटवरसिंहजी की अगुआई में. इस दौरे में उसने 37 मैच खेले. इनमें 26 प्रथम श्रेणी के थे, जिनमें एक टेस्ट मैच भी शामिल था. भारतीय टीम ने इनमें से नौ मैच जीते, आठ हारे और नौ बराबरी पर छूटे. उसकी इस सफलता का श्रेय दिग्गज बल्लेबाज सी.के. नायडू और दो तेज गेंदबाजों अमर सिंह और मोहम्मद निसार को दिया गया. इतिहासकार रामचंद्र गुहा ने क्रिकेट के इतिहास पर एक किताब लिखी है — ‘अ कॉर्नर ऑफ अ फॉरेन फ़ील्ड’. इसमें उन्होंने इंग्लैंड को उसी की ज़मीन पर धूल चटाने वाली भारतीय टीम के बारे में लिखा है कि वह इस लिहाज़ से भी संतुलित थी कि उसमें सभी संप्रदायों के खिलाड़ी — सात हिंदू, चार मुसलमान, चार पारसी और दो सिख — शामिल थे.

महान हिंदी लेखक मुशी प्रेमचंद ने भी अपने अखबार ‘जागरण’ में भारत के इस क्रिकेट दौरे पर टिप्पणी की थी. 12 अक्तूबर 1932 को अखबार के संपादकीय में उन्होंने लिखा कि इंग्लैंड में भारत की क्रिकेट टीम, उसकी हॉकी टीम जितनी सफल भले न रही हो, लेकिन उसकी सफलता छोटी नहीं है. टीम की इस उपलब्धि पर ख़ुशी जाहिर करते हुए उनका कहना था: ‘भारतीय क्रिकेट टीम दिग्विजय करके लौट आयी. यद्यपि उसे उतनी शानदार कामयाबी हासिल नहीं हुई, फिर भी इसने इंग्लैंड को दिखा दिया कि भारत खेल के मैदान में भी नगण्य नहीं है. सच तो यह है कि अवसर मिलने पर भारत वाले दुनिया को मात दे सकते हैं, जीवन के हरेक क्षेत्र में. क्रिकेट में इंग्लैंड वालों को गर्व है. इस गर्व को अबकी बड़ा धक्का लगा होगा. हर्ष की बात है कि वाइसराय ने टीम को स्वागत का तार देकर सज्जनता का परिचय दिया.’

पूर्व सेनाध्यक्ष मनोज मुकुंद नरवणे ने अपने संस्मरण — फोर स्टार्स ऑफ डेस्टिनी — में लिखा है कि उन्हें 31 अगस्त 2020 को रात सवा आठ बजे यह जानकारी मिली कि चीनी सेना अपने टैंकों के साथ पूर्वी लद्दाख के रेचिन ला दर्रे की ओर बढ़ रही है. एलएसी (लाइन ऑफ एक्चुअल कंट्रोल) पर स्थित इस ऊंचाई वाले इलाके पर भारतीय सेना ने एक दिन पहले ही कब्ज़ा किया था. रेचिन ला उस रेजांग ला दर्रे के बगल में है, जहां 1962 की लड़ाई के दौरान सिर्फ़ 120 भारतीय सैनिकों ने हजारों चीनी सैनिकों का मुकाबला किया था. इस लड़ाई में 114 भारतीय और भारी संख्या में चीनी सैनिकों ने अपनी जान गंवाई थी. इस पर हाल ही में एक हिंदी फ़िल्म भी बनी है — 120 बहादुर.

जब चेतावनी के बाद भी चीनी सेना नहीं रुकी तो जनरल नरवणे ने रक्षा मंत्री राजनाथ सिंह, राष्ट्रीय सुरक्षा सलाहकार अजित डोभाल, विदेश मंत्री एस जयशंकर और तब के चीफ ऑफ डिफ़ेंस स्टाफ जनरल बिपिन रावत को फोन किए. इन सबसे उनका एक ही सवाल था — “मेरे लिए क्या आदेश है?”

प्रोटोकॉल के मुताबिक़ भारतीय सेना तब तक चीनी सिपाहियों पर गोली नहीं चला सकती थी, जब तक इसका आदेश उसे शीर्ष राजनीतिक नेतृत्व से नहीं मिल जाता. नरवणे अगले दो घंटों तक लगातार फोन करते रहे, लेकिन उन्हें सरकार की तरफ से कोई जवाब नहीं मिला. तब तक चीनी सेना भारतीय सेना के बिल्कुल नजदीक आ चुकी थी. अंत में, सवा दो घंटे बाद रक्षा मंत्री राजनाथ सिंह ने प्रधानमंत्री नरेंद्र मोदी का यह आदेश उन्हें दिया — “जो उचित समझो, वो करो.”

इसके बाद जनरल एमएम नरवणे ने अगले कुछ मिनटों में कोविड से उपजी परिस्थितियों, दुनिया भर के हमारे सहयोगियों-विरोधियों और देश की तैयारियों का आकलन करने के बाद जो सही था, वह बिलकुल सही किया.

यहां तीन-चार बेहद महत्वपूर्ण सवाल उठते हैं:

1- इतने और इस तरह के विषयों पर विचार करना किसी आर्मी जनरल का अकेले का काम नहीं हो सकता. तो प्रधानमंत्री ने भले सीधा आदेश न दिया हो, लेकिन रक्षा मंत्री, विदेश मंत्री और राष्ट्रीय सुरक्षा सलाहकार ने — जो कैबिनेट की सुरक्षा समिति के सदस्य भी हैं — उचित-अनुचित का निर्णय लेने में जनरल नरवणे की मदद क्यों नहीं की?

2- जब एक दिन पहले ही सेना ने रेचिन ला को अपने कब्ज़े में लिया था, तो जाहिर था कि चीन भी इसकी प्रतिक्रिया में कुछ कर सकता था. तो फिर भारत को उसका जवाब कैसे देना है, इस पर पहले से विचार क्यों नहीं किया गया?

3- इससे महज़ दो महीने पहले ही गलवान घाटी की घटना हो चुकी थी. इसमें 20 भारतीय सैनिक शहीद हुए थे और दशकों बाद पहली बार चीनी सैनिकों के भी मारे जाने की पुष्टि हुई थी. इसके लिए चीन भारत को ही जिम्मेदार ठहरा रहा था. ऐसे माहौल में क्या हमें अतिरिक्त सतर्कता नहीं बरतनी चाहिए थी?

4- और अगर 1-2-3 बिंदुओं में से कुछ भी नहीं किया जा सका, तो “जो उचित समझो, वो करो” कहने में सवा दो घंटे क्यों लगाए गए - वह भी तब, जब एक-एक मिनट बेहद कीमती था?

महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम 2005 (अंग्रेजी में Mahatma Gandhi National Rural Employment Guarantee Act 2005 और संक्षेप में मनरेगा) की जगह एक नया कानून लाया गया है. नये कानून में ऐसे कई बदलाव हैं जो जरूरी लगते हैं. लेकिन इसने ग्रामीण क्षेत्रों को रोज़गार का अधिकार देने वाली व्यवस्था को सर के बल खड़ा करने का काम भी किया है. पर हमें इस कानून में मौजूद सही-गलत की बात नहीं करनी. हमें तो बस इस कानून के नाम की बखिया उधेड़नी है. क्यों? इसलिए कि वह है ही इसी लायक.

मनरेगा की जगह आये नये कानून का अंग्रेजी टाइटल है: “Viksit Bharat—Guarantee for Rozgar and Ajeevika Mission (Gramin): VB—G RAM G (विकसित भारत—जी राम जी) Act, 2025.”

और हिंदी में इस कानून का आधिकारिक शीर्षक है: विकसित भारत—रोज़गार और आजीविका के लिए गारंटी मिशन (ग्रामीण): वीबी—जी राम जी (विकसित भारत—जी राम जी) अधिनियम, 2025.

श्रीलाल शुक्ल ने राग दरबारी की शुरुआत में लिखा था कि जब ट्रांसपोर्ट विभाग के कुछ कर्मचारी एक ट्रक का मुआयना करते हैं तो वे उसकी जिस चीज़ को छूते हैं वही खराब निकलती है. शुक्ल ने यह बात ट्रक की हालत और अफसरों के भ्रष्टाचार को दिखाने के लिए व्यंग्य के तौर पर लिखी थी. लेकिन ऐसा ही कुछ इन दोनों शीर्षकों के बारे में भी कहा जा सकता है. इनके जिस भी हिस्से पर नज़र डालो गड़बड़ी ही नज़र आती है.

पहले बात करते हैं अंग्रेज़ी के शीर्षक की. इस बहुत बड़े और जटिल शीर्षक में मुख्यत: तीन शब्द अंग्रेज़ी के हैं (Guarantee, Mission, Act), चार शब्द हिंदी के (विकसित, भारत, जी, राम), और पांच रोमन में लिखी हिंदी के (Viksit, Bharat, Rozgar, Ajeevika, Gramin). अंग्रेज़ी शीर्षक में इन शब्दों से बने उसके विचित्र से संक्षिप्त नाम भी रोमन (VB—G RAM G) और देवनागरी (विकसित भारत—जी राम जी) दोनों लिपियों में हैं.

किसी कानून के शीर्षक को इतना लंबा और भानुमती के कुनबे जैसा बनाने की जरूरत क्या थी? मनरेगा कानून का आधिकारिक नाम सिर्फ सात शब्दों का था (Mahatma Gandhi National Rural Employment Guarantee Act) वहीं नया कानून 20 शब्दों का है. पुराने कानून में भी अगर चाहते तो दो शब्द कम हो सकते थे (Mahatma Gandhi, जो पहले थे भी नहीं), पक्का है कि बापू इससे दुखी नहीं होते. तब वह सिर्फ 5 शब्दों का होता — National Rural Employment Guarantee Act.

1. Made for everyone, not just trained voices

Unlike many national anthems, Jana Gana Mana stays within a comfortable vocal range and moves mostly step by step. Set in a simple and calm scale (Raga Alhaiya Bilawal), its melody is very easy to sing for trained singers and ordinary crowds alike.

The US national anthem, The Star-Spangled Banner, sits at the other extreme. It is notoriously difficult to sing—even for professional singers—which is why it is often performed, lip-synced, or played instrumentally. Vande Mataram, too, is musically more demanding and suits trained voices better than mixed crowds.

Globally, Jana Gan Man ranks among the easier national anthems to sing, alongside Japan’s Kimigayo, Canada’s O Canada, Israel’s Hatikvah and Denmark’s Der er et yndigt land. It is far more accessible than many other anthems such as The Star-Spangled Banner, France’s La Marseillaise, or Italy’s Il Canto degli Italiani or even UK’s God Save the King.

2. A collective song, not a solo performance

Many of us who have regularly sung Jana Gana Mana in our schools can easily recall that it is meant for collective participation, not individual performances. It sounds dignified even when sung imperfectly by large groups and discourages vocal artistry or unnecessary personal touches to the poem. This quality makes Jana Gana Mana suitable for schools, stadiums, state ceremonies, and international events.

Many national anthems are more suited as performance pieces, where soloists try to own the song rather than guide collective singing. Such songs find a limited role in the everyday singing of normal citizens.
